Currently if the media service fails to load it would also prevent the jabber
provider from launching. This is a problem especially since now we seem to be
having issues with the web cam on certain Macs. (I'll be pasting the exception
at the bottom).

Ideally we should only disable the telephony operation set when problems like
this arise.
