It is a known problem that neither AWT Frame, nor Swing JFrame respect their 
minimum-size property. At long last, Java 6 fixes it. Even Java(TM) SE Runtime 
Environment (build 1.6.0_07-b06-153) on Mac OS X contains it.

The "working" workarounds are variations of the idea to add a ComponentListener 
to the Frame and resetting it to its minimum size as soon as it has been sized. 
For a fair reference on the subject, consult http://bugs.sun.com/bugdatabase/view_bug.do?bug_id=4320050. Unfortunately, these 
are pretty shallow because they actually let the sizing under the minimum size 
happen and then switch back to the minimum size which can be seen and may cause 
noticeable flickering.
