The ImageScaler Codec currently accepts input and output with dataType
Format.intArray. However, some of the CaptureDevices are known to produce media
with dataType Format.byteArray which means that another Codec is inserted by JMF
in the codec chain to convert the RGB from intArray to byteArray. Overall, such
handling of image scaling is seen as a performance penalty given that the
BufferToImage and ImageToBuffer classes appear to deal with various dataTypes.

Another possibility to explore is the implementation of an alternative image
scaling Codec built on libswscale (part of ffmpeg). The gain here is that in
addition to the scaling libswscale is able to translate between RGB and YUV and
YUV is required by our H.264 codec implementation.
